Chapter 17: The Shadow Council

Across the ocean, inside a dimly lit, oak-paneled penthouse overlooking the rain-slicked streets of London’s exclusive Mayfair district, an elderly man sat in a high-backed leather armchair. A silver-headed cane rested across his knees, and his cloudy, piercing blue eyes were fixed on a glowing tablet screen that displayed a single flashing alert icon: Master Vault Breach - New York Estate.
The door to the study opened silently, and a tall, impeccably dressed man in his late forties stepped inside. This was Dominic Vance, Ezekiel’s primary enforcer and current head of European operations.
"Sir," Dominic said, bowing his head slightly. "The hit squad we deployed to the Westchester estate failed. Their signals went dead twenty minutes ago."
Ezekiel didn't flinch. He slowly turned his head to look at his enforcer, a thin, cruel smile stretching across his wrinkled face.
"Naturally they failed, Dominic," Ezekiel rasped, his voice sounding like dry parchment rubbing together. "Julian Vance is not his adoptive father. The boy inherited his father’s ruthless pragmatism and his mother’s sharp mind. We underestimated him by sending grunts."
"Shall I mobilize a tactical strike team?" Dominic asked, his hand drifting toward the inside pocket of his jacket where a suppressed pistol rested. "We can wipe out the estate before dawn. Leave no trace of Julian or the girl."
"No," Ezekiel commanded, raising a frail hand to stop him. "A military assault on American soil draws too much attention from federal agencies, even for us. Besides, the girl has the silver hairpin."
Dominic frowned slightly. "A piece of junk metal, sir? Why does it matter so much?"
"It’s not just metal, Dominic," Ezekiel sighed, leaning back into his chair. "It's the mechanical key to the physical archive vault hidden beneath the Sterling estate in Switzerland—a vault containing the original paper deeds to half of Europe's post-war shipping and energy infrastructure. As long as Julian holds that hairpin and the master digital key, our entire global portfolio remains vulnerable."

Ezekiel tapped his cane sharply against the Persian rug.
"We don't need to break into his fortress," Ezekiel said coldly. "We draw him out. Set up the trap in Geneva. Leak an anonymous tip to the financial press regarding the sudden collapse of Vance Global’s stock, and make sure he knows that the truth about his parents' 'accident' is waiting for him across the Atlantic."
