Chapter 14 – Face to Face with the Ghost
Darkness swallowed the command center.
Only the dim red emergency lights remained.
They painted the walls in shifting shadows.

Every FBI agent reached for a weapon.
"Hold your positions!"
Daniel's voice cut through the silence.
"No one fires until we identify the target."
I remained perfectly still.
My pulse pounded in my ears.
Then I heard it again.
Footsteps.
Slow.
Measured.
Confident.
They echoed down the hallway.
Closer.
Closer.
A familiar voice followed.
"Easy, Evie."
"You always breathe too fast before a fight."
My heart skipped.
Only one person had ever corrected my breathing that way.
My mother.
Daniel raised his pistol.
"Show yourself."
The footsteps stopped.
A woman stepped into the doorway.
She wore a dark tactical jacket instead of the black suit from the security footage.
Her silver-streaked hair was tied back.
There wasn't a weapon in either hand.
She looked older than I remembered.
More tired.
But her eyes were unmistakable.
Green.
Sharp.
Watching everything.
For a long moment, neither of us moved.
Neither of us spoke.
Finally, I whispered,
"...Mom?"
A faint smile crossed her face.
"I've waited a long time to hear you say that again."
Emotion surged through me.
Anger.
Relief.
Confusion.
All at once.
I took one step toward her.
Then stopped.
"No."
"You don't get to smile."
"You let me believe you were dead."
Her smile disappeared.
"I know."
"I buried you."
"I know."
"I cried for years."
"I know."
Every answer sounded the same.
Quiet.
Heavy.
Filled with regret.
Daniel kept his weapon raised.
"Margaret Carter."
"You are being detained pending investigation."
She glanced at him briefly.
"I don't have time to be detained."
"Neither do you."
Daniel didn't lower the pistol.
"You took a child."
"I protected a child."
"You kidnapped her."
"I saved her."
The room fell silent.
I looked directly into her eyes.
"Where is Lily?"
"Safe."
"That's not an answer."
"It's the only one I can give right now."
I took another step forward.
"If you've hurt her..."
Margaret shook her head.
"I would die before allowing that."
Something in her voice stopped me.
It wasn't fear.
It wasn't manipulation.
It was certainty.
Nora moved beside Daniel.
"Then prove it."
Margaret slowly reached into her jacket.
Every weapon in the room immediately pointed at her.
She paused.
"I'm taking out a file."
"Nothing else."
Daniel nodded once.
"Slowly."
She removed a weathered manila folder.
Across the front, faded black letters read:
OPERATION PHOENIX
She tossed it onto the conference table.
"You've already seen the classified version."
"This is the original."
Daniel opened the folder.
Inside were handwritten mission reports.
Photographs.
Old intelligence cables.
Names highlighted in red.
One photograph caught my attention immediately.
A younger version of my mother stood beside another woman in tactical gear.
I recognized the second woman instantly.
Director Helen Ross.
The current head of my federal division.
The woman who had personally assigned me to the border mission.
Daniel frowned.
"They worked together?"
Margaret answered.
"She recruited me."
Another photograph followed.
Then another.
Victor Soren.
Much younger.
Standing beside senior government officials.
Corporate executives.
Foreign diplomats.
None of them had ever been publicly connected.
Grant stared at the pictures.
"This can't be real."
"It is."
Margaret replied.
"The trafficking network never operated outside the system."
"It operated inside it."
Daniel's expression hardened.
"You're accusing federal officials."
"I'm accusing criminals."
"They just happen to wear expensive suits."
Silence settled over the room.
Margaret turned toward me.
"Evie."
"I didn't fake my death to abandon you."
"I disappeared because someone inside our own government exposed my cover."
I searched her face.
"You never came back."
"I couldn't."
"They were watching you."
"They knew you were my daughter."
"If I had returned..."
"They would've used you against me."
My chest tightened.
"So you watched from a distance?"
She nodded.
"Every birthday."
"Every graduation."
"Every promotion."
"I was there."
"You just never saw me."
Tears burned behind my eyes.
I hated believing her.
But every word sounded true.
Daniel interrupted.
"If you've been undercover this entire time..."
"Why reveal yourself now?"
Margaret's expression changed.
The warmth vanished.
Fear replaced it.
"Because we're out of time."
She pulled another photograph from the folder.
She slid it across the table toward me.
It showed Lily.
Alive.
Unharmed.
Sitting inside a small cabin.
She was drinking hot chocolate.
Reading one of her favorite storybooks.
Relief flooded through me.
Then I noticed the timestamp.
The photograph had been taken less than thirty minutes earlier.
"Where is she?"
Margaret answered immediately.
"Somewhere Victor can't reach."
I looked up.
"Take me to her."
"I will."
"But first..."
She pointed toward the wall-mounted television.
"Turn on the news."
An agent grabbed the remote.
The emergency backup generator restored just enough power for the screen to flicker to life.
Every major network carried the same breaking headline.
FBI DIRECTOR HELEN ROSS MISSING AFTER MOTORCADE ATTACK.
The broadcast switched to live aerial footage.
Three black SUVs surrounded a destroyed government convoy.
Smoke poured into the night sky.
Reporters shouted over one another.
The anchor's voice trembled.
"Authorities believe the attackers were searching for classified evidence being transported from Washington earlier this evening."
Margaret closed her eyes.
"They're too late."
Daniel looked at her.
"What evidence?"
She met his gaze.
"The evidence that identifies..."
"...the real Chairman."
Before anyone could ask another question, every phone in the room vibrated simultaneously.
The same encrypted message appeared on every screen.
THE CHAIRMAN REQUESTS YOUR PRESENCE.
Below the message...
A live video feed opened automatically.
A man sat in a high-backed chair, his face hidden in shadow.
He slowly raised a glass.
Then he smiled.
