Chapter 13 - The Father's Last Choice

The first autonomous cargo ship entered the inner harbor at twelve knots.
Its name was Meridian Crown.
It carried liquid ammonia in reinforced tanks and had no crew aboard.
Eight hundred ferry passengers crossed its projected path.
The collision clock showed thirty-eight minutes.
Celeste rode in the lead vehicle toward the old Warren navigation center with Arthur, Miranda, and Inspector Kincaid behind her.
Reed coordinated from a naval helicopter despite the suspension order against him.
His wounded arm was strapped across his chest.
He used the other to point at the harbor map.
"Coast Guard cutters cannot get close," he reported.
"The ships are broadcasting false collision warnings that force automated vessels away."
Celeste studied the route.
"Human pilots?"
"Two attempted boarding."
"Both access ladders retracted."
Julian had weaponized safety systems designed to prevent accidents.
Every protection became a barrier.
Arthur looked through the armored window at the river.
Cargo ships moved beyond the warehouses like silent buildings.
"Can Warren tugboats stop them?"
"Your tugs run on the same navigation grid," Celeste said.
"Julian locked them in harbor mode."
Arthur's face tightened.
Another piece of his empire had become a weapon.
The navigation center stood at the end of Pier Nine.
It was a low concrete building surrounded by satellite dishes and rusted radar towers.
Julian had restored power to systems abandoned for more than a decade.
Every window glowed blue.
Kincaid's officers established a perimeter.
No gunfire came from the building.
That worried Celeste more than resistance.
The main door opened when Kincaid inserted Rusk's hardware key.
Inside, dozens of screens displayed the harbor from different angles.
A digital model showed twelve red ship icons converging on civilian targets.
At the center console waited a biometric scanner shaped like an open hand.
Arthur approached it.
Celeste stopped him.
"Check for a secondary command."
Kincaid's technician examined the system.
"The scanner is connected to the federal root network."
"And?"
"Any valid Warren biometric will authorize the override sequence."
Arthur placed his bandaged hand above the glass.
"Then we are wasting time."
The technician caught his wrist.
"It will also transfer permanent executive authority to the replacement certificate."
Arthur looked at the screen.
Julian's name appeared beneath the authorization field.
If Arthur authenticated, Julian would gain direct control of every autonomous ship using Warren legacy systems worldwide.
Stopping Harbor Crown would become the excuse for a larger takeover.
"Can we separate the commands?" Celeste asked.
"Not without the missing sequence from Rusk's file."
The collision clock showed thirty-one minutes.
Miranda opened Julian's damaged laptop.
"There might be another copy."
She searched hidden folders while Kincaid's technicians traced the command architecture.
Arthur stood before the scanner, staring at his own reflected hand.
"I can stop one disaster and create another," he said.
"That is what he wants," Celeste replied.
A slow clap sounded from the upper control deck.
Julian stepped into view wearing a dark raincoat.
Three armed contractors appeared along the railing.
Elena Voss stood beside him.
A bruise marked her jaw where Reed had struck her at the shipyard.
Rusk's people had intercepted her transport before the tunnel ambush.
She held a pistol toward Kincaid's officers.
"No one moves," Julian said.
Celeste looked at Elena.
"He left you in federal custody."
Elena's expression did not change.
"He corrected the mistake."
"He tried to blow up the warehouse with you inside."
"We all make calculations."
Julian descended the stairs.
"Arthur, place your hand on the scanner."
Arthur looked toward the red ship icons.
"Release the ferry route first."
"You are not negotiating."
"Then shoot me."
Julian smiled.
"That would be inconvenient."
He aimed at Miranda instead.
Celeste shifted her weight.
The contractors tightened their grips.
Julian noticed.
"You have spent your entire life compensating for him," he said to Celeste.
"Do not pretend this ends differently."
"It already did."
Celeste nodded toward Arthur's bandaged hand.
"He destroyed the certification."
"He destroyed one version of it."
Julian gestured toward the scanner.
"Now he creates mine."
Miranda continued typing beneath the console.
She found a hidden audio file labeled PROMISES.
Julian had recorded his conversations with Rusk and Elena as insurance.
One recording contained the missing override sequence.
She copied it silently to Kincaid's tablet through a cable beneath the desk.
Kincaid felt the device vibrate against her wrist.
She did not look down.
The collision clock showed twenty-four minutes.
Reed's helicopter circled beyond the radar towers.
The armed contractors tracked it with a portable missile launcher.
Celeste heard the targeting tone through an open radio channel.
"Reed, pull away," she said.
Julian smiled.
"The admiral always was loyal."
"Loyal people are easy to predict."
Celeste looked at Elena.
"He says that about you too."
Elena's eyes shifted toward Julian.
"Do not bother," Julian said.
"She knows what we are."
"Does she know you copied her brother's accounts before Ashfall?"
Julian's smile disappeared.
Celeste had guessed.
His reaction confirmed it.
Elena turned her pistol slightly.
"What is she talking about?"
Julian answered without looking at her.
"A delay tactic."
"Gabriel's Vezdan escape fund moved through Orion the night before he died," Celeste said.
"Only Julian had the compliance key."
Elena watched him.
"You told me the militia seized it."
"They did."
"He sold your brother's exit route," Celeste continued.
"Then he blamed me for Gabriel's death so you would finance his war against Warren Maritime."
Elena's pistol moved toward Julian.
One contractor raised his rifle at her.
The room balanced on a breath.
Julian shot first.
The bullet struck Elena beneath the collarbone.
She fired as she fell.
Her round hit the contractor near the missile launcher.
Chaos erupted.
Kincaid's officers fired toward the upper deck.
Celeste pulled Miranda behind the console.
Arthur dropped beside them.
Reed's helicopter banked away as the launcher discharged.
The missile passed beneath its tail and struck an empty warehouse.
Flame rolled across the pier.
Kincaid inserted the override sequence from Miranda's file.
The system unlocked a second option.
CIVILIAN EMERGENCY REVOCATION.
The command required Arthur's biometric declaration.
It also required public release of every hidden certification record connected to Warren Maritime, Orion Strategic, and Harbor Crown.
The ledgers would go automatically to federal courts, news agencies, foreign regulators, and the families of Ashfall victims.
Arthur read the warning.
It would not merely destroy the company.
It would expose decades of Warren misconduct, including crimes committed by his father and concealed under Arthur's leadership.
His family name would become evidence.
Julian fired from the stairs.
A bullet struck the scanner housing.
The collision clock showed eighteen minutes.
"Do it," Celeste said.
Arthur looked at her.
"Your career will be examined too."
"It already has been."
"Everything about Ashfall will become public."
"Then Noah's name becomes public."
Arthur understood.
The truth would hurt Celeste.
She still preferred it to another protected lie.
He placed his bleeding hand on the scanner.
The system recognized him.
"State your authorization," it said.
Julian saw what he was doing and ran toward the console.
Celeste met him halfway.
They crashed against the rail.
Arthur spoke over the alarms.
"I, Arthur Edmund Warren, revoke all private control over Warren Maritime navigation systems."
The system requested liability confirmation.
Arthur looked at Miranda.
She nodded through tears.
He looked at Celeste fighting Julian beside the open stairwell.
"I accept responsibility for concealing safety warnings, authorizing Orion Strategic, and placing the Warren name above the lives affected by my decisions."
Every screen flashed white.
Files began transmitting across the world.
Ship icons changed from red to yellow one by one.
Meridian Crown slowed.
Its projected route shifted away from the passenger ferry.
People in the control room cheered.
Then the final ship icon remained red.
The vessel was Atlas Regent, an older autonomous carrier loaded with aviation fuel.
Julian had installed a manual control bridge beyond the network.
He saw it too.
He broke from Celeste, seized the hardware key, and ran through the rear exit toward Pier Ten.
Elena lay against the stairs, bleeding heavily.
She caught Celeste's sleeve.
"He will take Atlas through the bridge channel," she whispered.
"The fuel depot is a distraction."
"What is the target?"
Elena coughed.
"The memorial ship."
Reed's helicopter had landed on the retired naval carrier hosting three thousand military families for a public remembrance ceremony.
Noah Price's parents were among them.
Julian was not only escaping.
He was completing Ashfall in front of the families of the dead.
Celeste ran toward the pier.
Arthur tried to follow.
She turned.
"Stay here."
"He needs my biometric key."
"He has the hardware token."
"The manual bridge still requires a Warren declaration."
Celeste looked at the split signet ring in his hand.
Arthur had finally chosen truth.
Now truth made him necessary.
"Then follow my orders," she said.
Arthur nodded.
"Yes, Commander."
They reached Pier Ten as Atlas Regent pulled away.
Julian stood on its bridge with a pistol aimed through the glass.
A pilot boat waited below the pier.
Celeste, Arthur, and Kincaid jumped aboard.
The collision clock reset.
