A cold wind rolled across the abandoned docks.
Harbor Nine had once been one of the busiest military shipping terminals on the East Coast.
Now it looked forgotten.
Rust covered old cranes.

Broken windows overlooked empty warehouses.
Fog drifted between silent cargo containers.
Perfect.
No witnesses.
Three black SUVs entered through the rusted security gate.
Their headlights switched off simultaneously.
Men wearing dark tactical clothing stepped out without speaking.
No company logos.
No military insignia.
Professional.
Disciplined.
One of them opened a reinforced metal case.
Inside rested dozens of encrypted hard drives.
Another checked his watch.
"Six minutes."
A woman emerged from the shadows.
Tall.
Elegant.
Gray overcoat.
Dark leather gloves.
Even in the dim dock lights, authority surrounded her.
Every man immediately straightened.
No one questioned her.
No one spoke.
She looked toward Warehouse Three.
"Is everything ready?"
"Yes, ma'am."
"And Richard?"
"Handled."
She nodded once.
"No mistakes tonight."
Less than half a mile away...
Emily lay prone on the roof of an abandoned customs building.
Night-vision binoculars rested against her eyes.
Beside her, Admiral Thorne watched through a spotting scope.
Mercer crouched behind them.
"Visual confirmation?"
Emily counted quietly.
"Fourteen armed personnel."
"Three vehicles."
"Warehouse Three."
She paused.
"And..."
Her voice became tighter.
"...one female."
Mercer adjusted his scope.
"Can you identify her?"
Emily focused harder.
The woman remained partially hidden beneath dock lights.
Then the wind caught her coat.
For one brief second...
The woman's profile became visible.
Emily froze.
"No..."
Mercer looked over.
"What?"
Emily lowered the binoculars.
"I know her."
"Who is she?"
Emily swallowed.
"My mother's attorney."
Mercer frowned.
"The one who handled Eleanor's estate?"
Emily nodded.
"Margaret Holloway."
"But she disappeared eleven years ago."
"Exactly."
Inside Warehouse Three, the woman opened another envelope.
She removed a photograph.
It showed Emily standing in the ballroom only hours earlier.
She smiled faintly.
"So she finally came home."
One guard asked quietly,
"Should we move to Phase Three?"
Margaret looked toward the harbor.
"No."
"Not yet."
"She's smarter than Arthur."
"And much harder to manipulate."
The guard hesitated.
"What if she reaches Eleanor first?"
Margaret's smile disappeared.
"She won't."
"Why are you so certain?"
Margaret folded the photograph.
"Because Eleanor doesn't know she's being followed."
Back at the hotel...
Audrey's countdown reached zero.
Her burner phone emitted one soft tone.
Then the screen went black forever.
At that exact second...
Every light inside the Grand Regency Hotel went out.
Darkness swallowed the building.
Emergency generators failed to activate.
Guests screamed.
The ballroom disappeared into complete blackness.

A maintenance van parked across the street quietly drove away.
Inside it...
A masked technician smiled.
"The hotel's security network is offline."
He pressed another button.
Every surveillance camera within six blocks went dark.
Harbor Nine.
Emily's encrypted radio crackled.
Static.
Then one frightened voice.
"Captain..."
It was Agent Collins.
"The hotel's been hit."
Emily immediately stood.
"What happened?"
"We've lost power."
"Communications are failing."
He hesitated.
Then said the words Emily feared most.
"Audrey Vance is gone."
Emily stared across the dark harbor.
This wasn't a coincidence.
The blackout...
The meeting...
Richard Nolan's murder...
The mysterious video...
They weren't separate events.
They were all pieces of the same operation.
Someone had planned every move long before she walked into her father's retirement gala.
Then, through her binoculars, Emily saw another figure step out of the shadows near Warehouse Three.
The newcomer wore a long black coat.
The woman in gray smiled warmly and embraced the newcomer.
Emily adjusted the focus.
The figure slowly turned toward the dock lights.
Emily stopped breathing.
The face was unmistakable.
Older.
Thinner.
But unmistakable.
